Senator Mike Lee from Utah and Senator Tammy Duckworth from Illinois have reintroduced the Guarding Readiness Resources Act. This bipartisan legislation aims to provide an exemption from the Miscellaneous Receipts Act for State Active Duty reimbursement payments, allowing funds to return directly to National Guard units. This change is intended to enhance readiness and operational efficiency.
Representative Pat Harrigan of North Carolina has introduced a companion bill in the House. The legislation is co-sponsored by several senators, including Ted Cruz, Steve Daines, Raphael Warnock, James Risch, Jeanne Shaheen, Jim Justice, Thom Tillis, Amy Klobuchar, Mike Crapo, Kevin Cramer, Marsha Blackburn, and Jerry Moran.
Senator Lee emphasized the importance of the National Guard in national defense and emergency response: "Our legislation eliminates unnecessary hurdles, ensuring that the funds used by states to reimburse the National Guard go directly to maintaining and preparing our equipment for future missions.”
Senator Duckworth highlighted the commitment of National Guard members: “The men and women of the National Guard are committed to the motto of ‘always ready, always there’—which is why it’s important our Guardsmen have the resources they need to stay mission-ready."
Congressman Harrigan noted that outdated bureaucracy affects resource allocation: “The National Guard is America’s first responder, but outdated bureaucracy is draining resources...This keeps our Guardsmen mission-ready.” He expressed pride in leading this effort alongside Senator Lee.
The act addresses funding challenges faced by the National Guard due to federal reimbursements being diverted away from appropriate units. It has received endorsements from both EANGUS and NGAUS.
CMSgt. Josh J. Baker of EANGUS stated: “This legislation is a significant step toward correcting these imbalances...Our members deserve nothing less than full recognition and fair treatment for their dedication to our nation.”
Retired Maj Gen. Francis M. McGinn of NGAUS added: “Immediate response often requires significant unforeseen state expenditures...The Guarding Readiness Resources Act corrects this oversight.”
Key provisions include directing reimbursement money back to National Guard units via USPFOs and ensuring available funding for maintenance and repairs.
