Utah Medicaid payments amounted to $72,250,070 for services listed under the Ambulance and Other Transport Services and Supplies category in 2024, data from the U.S. Department of Health and Human Services Medicaid Provider Spending database shows. This represented a 30.7% rise compared to 2023, when claims reached $55,266,403.

All annual comparisons in this piece reflect the most recent prior year with available data.

Medicaid, operated by the states and jointly funded by federal and state governments, is a public health insurance program. Covering low-income families and individuals, seniors, children, and those with disabilities, Medicaid is among the largest health care programs in the country. For additional information on Medicaid funding, see here.

Taxpayer funding of Medicaid means that fluctuations in billing reflect shifts in how communities use public health care dollars.

The “Ambulance and Other Transport Services and Supplies” category combines Medicaid-billed services based on standardized HCPCS and CPT code groups. In compiling this analysis, each billing code falls into a single service category using consistent prefixes and numeric ranges. This approach allows for clear grouping, avoids duplicate counts, and maintains historical accuracy in comparisons.

Some categories might cover multiple types of services. Where relevant, the category groups together related types of care that are typically billed together in Medicaid, such as office visits, diagnostic tests, or therapeutic procedures.

From 2019 through 2024, Medicaid payments associated with the Ambulance and Other Transport Services and Supplies category in Utah grew by $10,241,662, a 16.5% increase.

While spending for Ambulance and Other Transport Services and Supplies occurred statewide, it was largely concentrated within a few ZIP codes. In 2024, ZIP Code 84770 accounted for $31,758,542 (44% of the total), ZIP Code 84104 had $17,082,007 (23.6%), and ZIP Code 84116 reported $4,847,252 (6.7%).

Together, these top three ZIP codes represented 74.3% of all Medicaid payments for this service category in Utah for the year.

By comparison, Medicaid payments for all claim categories across Utah grew by 1.4% from 2023 to 2024.

Although overall Medicaid expenditures increased across several categories, Ambulance and Other Transport Services and Supplies ranked among the state’s top five service categories by total payment in 2024.

According to the Centers for Medicare & Medicaid Services, federal and state Medicaid spending reached approximately $871.7 billion in fiscal year 2023, representing about 18% of national health expenditures—a significant rise from about $613.5 billion in 2019, just before the COVID-19 pandemic.

This increase equates to roughly 40% growth over several years, with much of that rise attributed to expanded enrollment and increased service use during and after the pandemic.

Recent federal budget legislation enacted by the Trump administration has included major proposals to trim federal Medicaid spending and make structural changes to the program. The ‘One Big Beautiful Bill Act,’ signed in 2025, is expected to reduce federal Medicaid outlays by over $1 trillion over the next decade and introduces new requirements such as work mandates and higher cost-sharing. These provisions could reduce coverage and funding for certain Medicaid recipients, likely shifting greater responsibilities to the states while slowing federal funding growth, even as millions continue to depend on Medicaid for health coverage.
