The “Alcohol and Drug Abuse Treatment” category groups together Medicaid-billed services identified by the specific care provided, categorized using standardized HCPCS and CPT code clusters. For this study, billing codes were assigned to just one service category using established code prefixes and numerical groupings, allowing analysis of related services while ensuring no double-counting and accurate year-over-year comparisons.
Some categories may cover multiple underlying services if applicable. In those situations, the category encompasses various care types that are routinely billed together under Medicaid, such as office consultations, diagnostic screening and therapeutic interventions.
Medicaid payments for services in the Alcohol and Drug Abuse Treatment category increased by $37,432,689 or 43.5% over the five years ending in 2024. Certain years saw accelerated payment growth, with substantial increases in both 2020 and 2023.
Though payments tied to Alcohol and Drug Abuse Treatment services occurred statewide, they were notably concentrated within a handful of ZIP codes. The leading ZIP codes by Medicaid spending in this category for 2024 were 84111, at $20,241,523 (16.4% of the state total), 84124 with $18,520,934 (15%), and 84074 at $11,680,160 (9.5%).
Altogether, these top three ZIP codes made up 40.8% of all Medicaid payments related to Alcohol and Drug Abuse Treatment in Utah during the year.
By comparison, total Medicaid payments in Utah across all provider categories rose 1.4% between 2023 and 2024.
Spending across several categories expanded, and Alcohol and Drug Abuse Treatment emerged as one of the top two Medicaid service categories in the state for total payments in 2024.
According to the Centers for Medicare & Medicaid Services, combined federal and state Medicaid expenditures reached an estimated $871.7 billion in fiscal year 2023. That accounted for about 18% of the nation’s total health spending, up sharply from around $613.5 billion in 2019, prior to the start of the COVID-19 pandemic.
This growth, amounting to about 40% in a few years, primarily reflects expanded enrollment and greater use of services during and after the pandemic.
Recent federal budget measures signed into law during the Trump administration include major proposals to shrink federal Medicaid funds and modify program structure. For instance, the “One Big Beautiful Bill Act,” enacted in 2025, is forecasted to cut more than $1 trillion in federal Medicaid spending over the next 10 years and introduces work requirements and higher cost sharing that could curtail coverage and funding for some participants. As a result, more expenses may shift to individual states and the pace of federal Medicaid growth could slow, even as millions remain covered by the program nationwide.
